新编地方志是以行政区域为范围，记述一个省、一个县或一个城市自然、社会各方面的历史和现状的综合性著述。因此，地方特色是志书的基本属性，但这并不等于说，使用地方资料叙述一地范围内的事情，就能完全地体现地方特色了。众所周知，篇目设置，是修志工作首要的基础环节。
