一是建立一个完善的房屋租赁管理机构体系。在深圳市规划国土局下设房屋租赁管理办公室,负责全市房屋租赁的宏观管理工作。按照行政区划,分别在全市6个区设立区房屋租赁管理办公室,在各街道办事处和各镇设立了54个房屋租赁管理所,区租赁办和各租赁所负责实施具体的房屋租赁管理工作。市租赁办、区租赁办和租赁所构成了深圳市房屋租赁的三级管理系统,现在全系统共有管理人员800多人。二是制订一套完备的法规制度体系。在法律上确立了深圳市房屋租赁管理部门
