研究建立适应创新驱动发展战略需求的科技保密管理机制,综合运用文献研究与专家访谈、定性与定量、规范研究与实证分析相结合的研究方法,对创新驱动发展特点与要求、当前国家科技保密管理基本状况与存在的不足、国外加强科技保密管理促进科技秘密转化应用的主要做法和经验,以及基于生命周期的科技秘密定密指标、范围和定密机制进行梳理和分析,研究提出国家科技保密管理机制创新的重点、方向及政策建议,形成《科学技术保密规定》修订草案。
