国务院副总理吴邦国在全国试点企业集团工作会议上指出,搞好国有经济,必须组建和扶持一批对国民经济有影响的大公司、大集团。 据统计,全国五百家最大的工业企业,尽管企业数量不大,但资产却占国有工业企业总资产的37％,销售收入占46％,实现利润占63％。专家把这些工业企业称为“关键的少数”。不言而喻抓住了这个“关键的少数”,就可以把握国民经济的命脉,就抓住了中国经济发展的主导力量。 吴邦国强调,要认真研究在社会主义市场经济体制下如何进一步推进企业集团试点工作的问
