- An interview with Mr. Zhang Weihua, general manager and party chief of China Telecom Shanghai Branch
Since the opening of the Shanghai World Expo, visitors, media, organizers and exhibitors have been enjoying the convenience brought by the advanced information technology. The theme of the “World Telecommunication and Information Society Day” (World Telecom Day) on May 17, 2010 is “Better Telecom Service, Better Life”, tallying with the Expo’s theme “Better City, Better Life”.
Therefore, the journalists from CBF had an interview with Mr. Zhang Weihua, general manager and party chief of China Telecom Shanghai. Mr. Zhang told us how China Telecom Shanghai, as the main force of the information technology development in Shanghai, plans to realize “better city, better life” with information technology.
CBF: This year’s World Telecom Day has nearly the same theme with the Expo. What do you think of that?
Mr. Zhang: This looks like coincident. But with careful consideration you will find that this is a common trend. On one hand, the two themes focus on the humanistic care. The theme of World Telecom Day has gradually transferred from International Telecommunication Union (ITU) and information technology to the humanism focusing on society and life, say, how to realize the humanistic care with the information and communication technologies (ICTs). All the previous Expos witnessed the development of human civilization. “Everything starts from the Expo”! What the Expo left for the world are impressive images, as well as the technologies and inventions which can be put into application and make people live better lives.
On the other hand, the similarity of World Telecom Day and the Expo reflected that the ICTs are a strong and indispensable force for urban development. We can feel that “Better City, Better Life” is no longer a slogan. The world is committing itself to the eco-friendly, safe, healthy, prosperous, inclusive and orderly urban life. The ICTs have already infiltrated into every field of the urban management and civil lives, providing solutions to the various problems of urban life, as well as assistance to the life, work and entertainment of human beings. Meanwhile, the ICTs promote the innovations of intellectual construction, intellectual traffic, new energy and so on, which creates new opportunities for urban development and industrial progress.
CBF: How does China Telecom Shanghai commit itself to the technological innovations while maintaining the problem-free and secure communication for the Expo to make a splendid and unforgettable Info Expo?
Mr. Zhang: We are the main force for the infrastructure construction of urban communication, as well as the one for application of ICTs in urban life. China Telecom has close connection with the Expo – it is the global partner of the Expo, as well as an exhibitor and comprehensive information service provider. The trinity determines the important duty of China Telecom.
In 2008, China Telecom invested 4 billion yuan (USD 585.5 million) and worked out 20 measures to provide a series of hardware facilities and integrated solutions for the urban informationization, aiming at building a wonderful Expo.
In 2008, China Telecom Shanghai Branch made more investments into the infrastructure construction. It took the lead in putting forward the “Metro Optic Network” (MONET) and worked out related plans to realize the leaping development of information way. Since then, we have already finished 20 major projects and 150 secondary projects in the ICTs development.
In 2009, China Telecom agreed with the Shanghai government to invest 26 billion yuan (USD 3.81 billion) in the next two years in building Shanghai into the information hinge for the Asian and Pacific area. The main measures include: a) to accelerate the construction of “China Telecom Information Park” which serves as the center of China Telecom’s operations in South China and then to build Shanghai into an information hub for the Asian and Pacific area; b) to spend 6 billion yuan (USD 878.2 million) in developing the MONET in Shanghai with the objective of optimizing the largest metropolitan area network and improving the output of Shanghai broadband to 1.5 trillion; c) to invest 4 billion yuan (USD 585.5 million) in developing the high-speed “wireless city network” and accelerating the 3G network construction and application as well as the WiFi development for the high-speed wireless network that can cover the whole city. China Telecom Shanghai Branch plans to further invest 1 billion yuan (USD 146.4 million) in two years in building high-level disaster preparation center, data center and call center to support the modern service.
In 2010, our efforts blossomed with the opening of Expo. China Telecom Shanghai Branch fully commits itself to providing “full-service, every-aspect and all-day” communication for the Expo and contributing the info Expo.
On April 27, China Telecom Shanghai officially launched the eight bright spots for the Expo: the MONET provides the top-speed information way; the “mobile wireless broadband” lends new experiences of wireless network for the Expo Park; the “next-generation Internet” with the IPv6 as the core can cover ten billion IP addresses and duo core network; the “Smart City” brings about higher-level intellectual information service, management and control for the Expo; the “3D high-definition IPTV” perfectly connects the 3D display with the IPTV; “mobile cloud computing” enables the low- and middle-end mobile phone users to enjoy the service for high-end mobile phone users; the “e-surfing PTT” adds the walkie-talkie function into the mobile phone and the “intellectual multi-language identification” provides multi-language information services for the visitors from all over the world.
CBF: Concretely, what changes will the eight technological bright spots bring to the Expo and the urban life in the future?
Mr. Zhang: People can enjoy higher network speed. The MONET and “mobile top-speed broadband network” tells people the charm of speed. China Telecom Shanghai Branch has already installed the optical fiber into major buildings of the Expo Park and made the “mobile top-speed broadband network” cover the whole Park and the surrounding areas, making the high-definition “Mega Eyes” and “video-phone” possible.
Here come more new words! “mTouch”, “cloud mobile phone” and so on have been frequently heard. Meanwhile, China Telecom Shanghai Branch has taken measures to make sure that the Internet of Thing and cloud computing can be realized and the IPTV, VOIP, simulation conference, video monitoring to be run smoothly at the Expo Park. The “3-networ Convergence” based on the MONET is another appeal of the Expo.
Better 3G coverage is available – more than 500 CDMA 3G stations will be built to make the 3G+WiFi wireless network cover the whole city.
The city is smarter, The Internet of Things makes the Expo Village a collection of intellectual buildings. China Telecom Shanghai Branch took the lead in building the Internet of Things unified access management platform and information service platform. During the Expo, the Internet of Things technologies will be used in the buses, Expo mail cars and Expo communication cars.
The service is more customer-friendly. The technological progress enables the ordinary people to enjoy the convenience from technologies. By this February, China Telecom Shanghai Branch has already provided the “information cards for the deaf” and “packaged service for the visually impaired” for over 30,000 disabled people in Shanghai. Recently, we have donated IPTVs, computers and Mega Eyes Systems for the Shanghai Senior Citizens Foundation to build 50 “digital resthome” to make the old people to visit the Expo without walking out of the old people’s homes.
CBF: How will China Telecom promote the application of ICTs innovations into the urban life after the Expo?
Mr. Zhang: We have already entered an age of globalization and informationization. The ICTs, which are a kind of basic technologies, are rapidly changing the traditional concept of city. In a forum held in Ningbo, Yu Zhengsheng, Shanghai’s Party chief said that we must commit ourselves to using modern ICTs to improve the production level and people’s lives. We attach importance to the equal sharing of the information opportunities, making more people enjoy the dividends and convenience brought by the ICTs progress. The eight technological bright spots and 18 new businesses launched by China Telecom aim at serving the Expo and will be more widely used after the Expo.
The Expo attaching importance to the ICTs creates a good environment for the development of information and communication industry. China Telecom will use sustainable and practical information service combined with innovation to serve the urban development and communication progress.
