众所周知,机电排灌站在建国三十多年来取得了很大的成绩,诸如在防洪、排涝、灌溉、发电、工业及城镇生活用水等方面都已经发挥了巨大的作用並取得了一定的效益。这对于促进我国工农业生产的发展和改善人民生活等方面也同样发挥了重要的作用。但是长期以来。由于来自“左”的方面思想的干扰,以及在管理体制方面还存在着不合理的现象;以致“铁饭碗”和“吃大锅饭”的思想,不重视经营管理的思想,以及不讲求实际经济效益现象还是十分严重的。使应有的效益不能充分发挥,有个别机电排灌站由于排灌设施常年失修,到了紧急需用时却无法使用,误了农时,影响了农业的收成。
