赤峰市“8· 16”地震是赤峰市历史上 713年以来最大的一次地震。根据《中国地震参数区划》(GBI80 36 - 2 0 0 1) ,赤峰市北部的阿鲁科尔沁旗、巴林左旗、巴林右旗、林西县等地区设计地震烈度为小于 6度区 ,被划为工程非设防区 ,而“8· 16”地震恰恰发生在区划图的非设防区 ,震级为 5 .9级 ,地震烈度为 7~ 8度 ,由于作为基础设施的水利工程均处于无设防状态 ,因此在此次地震中给地区工程造成了损害 ,其中尤以乌尔吉沐沦河流域水利工程受灾情况最为严重。地震后及时对震区水利工程项目进行了检测 ,对震害影响较大的骨干工程 ,根据发生的地震级别、设计地震烈度进行安全复核 ,对工程抗震不安全建筑物及震后损害建筑物采取应急工程措施 ,防止震害进一步扩大 ,使震害损失降至最低
