本文组织多位全科医学专家及社区医生对基层医疗卫生机构的能力建设展开主题研讨,贾勇整体介绍成都市基层卫生体系的构成及建设发展。秦丽霞主要介绍成都市试点家庭医生团队工作的做法,包括把握人员结构和全科医生能力培训。曾玲介绍家庭医生的能力提升主要包括人才队伍建设、个性化服务、信息化的建设和改造以及加强全科医生的沟通能力。王伟重点分析创新社区健康管理,推行“家庭医生团队”服务模式;开展中医“治未病”工作,构建中西医结合的健康管理模式;建立自助式“健康小屋”,提升居民自我健康管理能力;关爱辖区特殊老年人群,提供居家养老爱心服务;开展门诊特殊疾病“一站式”服务,以提供优质便捷的服务。罗红艳介绍以家庭医生团队为核心,以重点人群为目标,全面推进免费签约;找准重点人群需求,设计个性化服务包,促进有偿签约服务;重视管理,优化绩效,为签约提供保障。许国藩提出提升基层卫生人员的能力应从基本医疗和公共卫生两方面来着手。余燕介绍锦江区签约服务推出3种服务包,即普通服务包、爱心服务包、个性的服务包。李勇探讨以家庭医生团队开展签约服务为抓手,做好慢性病患者的个性化、精细化服务;充分发挥信息化和“互联网+医疗”在慢性病管理中的积极作用;重视管理,优化绩效,为签约提供保障。专家们对基层医疗卫生机构能力建设中的全科医生能力提升及家庭医生签约服务进行分析,旨在促进社区卫生服务机构有效地开展家庭医生签约服务,探索适应新医改的工作模式,提升社区卫生服务机构家庭医生签约服务效果。
This article organizes a number of general practitioners and community doctors to conduct a thematic discussion on the capacity building of primary health care institutions. Jia Yong introduced the composition, development and construction of the primary health care system in Chengdu as a whole. Qin Lixia mainly introduces the practice of piloting a family doctor team in Chengdu, including training of personnel structure and general practitioner ability. Zeng Ling introduced the family doctor’s ability to enhance mainly include the construction of qualified personnel, personalized services, the construction and transformation of information technology, as well as strengthening the communication skills of general practitioners. Wang Wei focused on analyzing the health management of innovative communities and implemented the service model of “family doctor team”; carried out the work of “treating disease” in traditional Chinese medicine and building a health management model integrating traditional Chinese and western medicine; and established a self-help “health cabin” to enhance residents’ self-health management capabilities Care of special elderly people in the area to provide home care services for the elderly; Out-patient special disease “one-stop” services to provide quality and convenient services.
