模块化培训是以工作岗位需求为导向、注重能力培训的科学培训模式,具有灵活性、可组合性等特点,符合卫生应急管理内容的交叉性、规范性、能力为主导和管理过程阶段性的特点。它能够解决目前卫生应急管理培训设计中存在的一系列问题。本文以模块化培训思想为指导,分别从卫生应急管理流程、《国际卫生条例(2005)》、国内政策要求、应急培训大纲和岗位要求5个层面进行分析,提出了12个培训模块,分别是:监测、风险管理、预案制定、预警、人力资源建设、物资装备与储备、响应、组织与指挥、风险沟通、应急实验室管理、事件评估和基础理论知识。

This paper, guided by the modular training concept, analyzes the health emergency management process, the International Health Regulations (2005), the domestic policy requirements, the emergency training program and job requirements respectively, and proposes 12 training modules : Monitoring, Risk Management, Preplanning, Early Warning, Human Resource Development, Materials and Storage, Response, Organizational and Command, Risk Communication, Emergency Laboratory Management, Incident Assessment and Basic Theoretical Knowledge.
