近几年,我国的环境问题频发,且已经影响到人民的正常生活。基于此,我国在2014年修改了《环境保护法》,完善了公众参与制度,便于公众表达意见,有利于保证重大环境问题的决策正确性。但是,较之于外国环境法中的公众参与制度,我国的公众参与制度仍有改进之处。本文通过对外国公众参与制度的比较、我国公众参与的弊端分析,提出对新环保法中的公众参与制度的完善提出建设。
In recent years, the environmental problems in our country have been frequent and have affected the normal life of the people. Based on this, our country amended the Environmental Protection Law in 2014, perfected the system of public participation, and made it easier for the public to express their views and help ensure the correctness of the decisions on major environmental issues. However, compared with the public participation system in foreign environmental law, there are still some improvements in our public participation system. Through the comparison of foreign public participation system and the malpractice of public participation in our country, this paper puts forward the proposal of improving the public participation system in the new environmental protection law.
