江苏位于长江中下游平原,省内河港交错、水网密布,水上运输业十分发达。20年的改革开放,全省水上运输船舶已发展到10万余艘。在10万余艘运输船为国民经济作出巨大贡献的同时,也带来了污染问题。为保证国民经济可持续发展,促进当前环境保护事业的发展,控制船舶污染是一个极其重要的方面。为此,我们有必要来讨论船舶污染及防治。
