电信网络资源管理的范围和目标电信网络资源包括物理资源和逻辑资源。管道、杆路、电缆、光缆、机房等电信基础设施是物理资源。在电信基础设施上，建立了传输网、交换网、数据网、智能网等专业电信网络。通过对网络的调度和配置，形成了通道、电路、号码等逻辑资源。为实现以上所有网络资源的有效管理，达到电信网络资源管理的目标，就必须认真分析目前电信业务的实际需求，建立统一的电信网络资源管理系统。其出发点是提供计算机化、网络化的先进管理工具，取代现有的通过图纸/表格进行管理、人工调度的落后状态。
