2008年是农村村民自治从萌芽到逐步发展的30周年,是第一部《村委会组织法》试行20周年,是现行《村委会组织法》施行10周年。30年的实践已证明,中国基层群众自治,具有鲜明的特点、独特的优势。村委会选举是目前我国各类选举中参与最广泛、竞争性最强的选举,得到国际社会的普遍认可和好评。然而,在没有任何现成经验可循,没有任何民主传统的农村进行民主建设,村民自治工作开展的难度是可想而知的,在工作过程中遇到各种各样的问题也是在所难免的。正如民政部于今年8月初指出的那样,在基层村委会选举中,“贿选”等一些无序竞争现象虽比例不高但有增多趋势。随着选举竞争性的增强,农村村委会直接选举不可避免地出现了一些新情况、新问题,“贿选”就是其中一个较为引人注目、且急需应对和着手治理的问题。对此,本刊专访了几位官员、专家,现将观点一一陈列,供读者思考。 2008 is the thirtieth anniversary of the development of rural villagers’ self-government from sprout to gradual development. The election of village committees is currently the most widely and most competitive election in all kinds of elections in our country and is widely recognized and praised by the international community. However, in the absence of any ready-made experience and without any democratic tradition in rural areas for democratic construction, it is conceivable that the difficulty of carrying out the autonomy of villagers is unimaginable. In the course of work, it is also inevitable that various problems will be encountered . As pointed out by the Ministry of Civil Affairs in early August this year, some disorderly competition phenomena such as “bribery and corruption” in the election of grass-roots village committees are not high but tend to increase. With the enhancement of the election competition, some new situations and new problems are inevitable in the direct election of the rural village committees. One of the more conspicuous ones is the “bribery election”, which is in urgent need of response and governance. In this regard, the magazine interviewed several officials, experts, are now showing the eleven for readers to think about.
