德国的医疗保障采取的是社会保险方式。由社会上相同的组织结成保险集团,由各保险集团征收保险金,作为医疗服务的供给费用,并提供相应的医疗服务。国家的作用体现在制定保险制度的框架,而各项保险制度则由保险集团去运营。在这种社会保障方式下,保险集团根据实际发生的医疗服务的多寡,向医疗机构支付报酬。由于国民医疗费从对医疗服务的过度需求和过度供给两个方面开始无止境的膨胀,政府不得不采取一系列改革措施,包括提高保险金、适当增加患者负担部分、加强对医疗机构的监督等等。
