《中华人民共和国节约能源法》(送审稿)已在刊物上发表,全国人大也将其列入1994年的立法计划。现就制定《节约能源法》的必要性谈点学习体会和看法。 一、《节约能源法》是我国发展经济的需要 大家知道,能源是人类进行生产和生活的物质基础,是发展国民经济的基本物质条件。能源紧张又是世界各国所面临的共同问题。1973年石油危机,给工业化国家的经济带来巨大的打击,其结果导致经济萧条,失业增加,物价上涨,人心惶惶。我国人口多,底子薄,人均能源资源占有量不到世界平均水平的一半。我国主要产品能耗指标比发达国家要高出30%~60%,能源利用效率只有30%左右,比世界先进国家低20%~30%。而我国近年来的经济发展和人民生活水平提高较快,能源紧张显得更加突出。根据“八五”计划和十年规划,到1995年和2000年,我国只能生产能源11.3亿吨标准煤和14亿吨标准煤。据预测,到2000年,我国能源缺口将达4亿吨标准煤以上,显而易见,能源确实成为经济发展的制约因素。

Energy shortage is also a common problem faced by all countries in the world. The oil crisis of 1973 brought a huge blow to the economy of the industrialized countries. As a result, the economy slumped, unemployment increased, prices rose, and people were in panic. With a large population and a weak foundation, our per capita energy resources share is less than half the world average. The energy consumption index of China’s major products is 30% -60% higher than that of developed countries, and its energy efficiency is only about 30% lower than that of the world’s most advanced countries by 20% -30%. In recent years, China’s economic development and people’s living standards have risen rapidly, and energy shortage has become even more prominent. According to the “Eighth Five-Year Plan” and the 10-year plan, by 1995 and 2000, China will only produce 1.13 billion tons of standard coal and 1.4 billion tons of standard coal. It is predicted that by 2000, China’s energy deficit will reach 400 million tons of standard coal above, it is clear that energy has indeed become a constraint on economic development.
