倾听城市化过程中的青年与妇女之声

  The 24th Session of the Governing Council of the UN-Habitat was held in Nairobi, Kenya from April 15 to 19, 2013. During the session, 1144 delegations of governments, intergovernmental organizations and non-governmental organizations from 107 countries, heads of departments of the United Nations and representatives of the media called for more people to listen to the voice of the youth and women and to concern about their reasonable demands for equal opportunities and dignity.
  2013年4月15日-19日,联合国人居署理事大会第24届会议在肯尼亚内罗毕召开。会议期间,参会的107个国家的政府代表团、政府间组织、非政府组织共计1,144个代表团以及联合国各部门负责人和媒体代表纷纷呼吁更多的人倾听来自青年、妇女的声音,关注他们获得平等机会与尊严的合理诉求。
  In development we are always trying to keep people outside the cities—the rural areas and the countryside, but that never worked for many years. However, we continuously ignore that. We found that the young people kept coming to the cities for opportunities. Suddenly it has become a problem that everybody knows. They have a hopeful vision for the future. So we now have, for the last two or three years, a huge recognition that youth are important and the youth can effect positive changes. The UN Habitat was focused on bringing that forward and showing and demonstrating how young people today—they are not just the leaders tomorrow, but also leaders today. The young people are able to effect positive changes and they need to be the respected as leaders and supported. That doesn’t mean you don’t also educated them and ignore the part of being young, growing up and learning things. But they are often times that they are hugely underestimated—their abilities to effect changes. That’s the core of the UN Habitat’s work.
  There are huge amount things to do for young people and that’s why we do a lot of work with them to assure that they are heard. Yet, even in that case, we shouldn’t underestimate what young people are doing, and what we should do is to support them when they do good things. We should recognize them and not to tell them what to do but to support them to do. That’s why the UN Habitat initiated, the “Youth-led Development”. It is true that sometimes young people need to be told what to do and educated and young people sometimes are very violent. We know that, but that’s never the majority, the majority of the young people want to help the planet and they want to be productive citizens, and they want to move forward. So we need to build on that, not ignoring or suppressing them.
  What we are trying to do is through demonstrating and profiling and telling stories that young people who are affecting positive changes in their communities. Through constantly telling those stories, we can change people’s mind and when they believe they can do it or see others do it they will follow.   I’ve been working on youth issues for 25 years. I think there is a great sense of hope, a hope that young people are finally coming to the point that people can respect them globally. Hope is a big word, but for me there’s also caution. Because we want to make sure that we don’t just believe and tell young people that they have the right to go and move forward, because there are also responsibilities. Now maybe the time to move forward, but it’s also a time for young people to as well partner with the older to work with them and create a better society. The society is not only be ran by youth, and it never will be. The society should be in balance like North America and Asia. You need to balance the power.
  The current situation is that China is rapidly urbanizing, and no any other countries are making cities like China. My think for Chinese youth would be to say that cities are meant to be healthy places to live in, socially and ecologically. So I would like to work with Chinese youth. And UN Habitat would be like to find out how we make sustainable cities and sustainable urbanization.
  Cities can be very powerful. And like any young people all over the world, they will come to cities when they see opportunities, especially people from countryside or rural areas. It is great, but we need to really think through how we urbanize. And we do recognize that it’s crazy and chaotic in urbanization process. So we have to tap down the worst part of the cities and also build on the best, and use the principles of caution to make sure that we can achieve sustainability.
  I think that young people, especially young people in China who are highly educated and smart and have a lot of innovation, will be the future of the country. China is a country of the future, by numbers and as well by the ability to innovate and lead the way. So I personally and UN Habitat hope to do more work more with China and Chinese youth, because I think they will bring a lot of discussions and new ideas.
  在过去的社会发展过程中,我们总是让人们生活在城市之外,比如在农村地区。但是,这一模式无法一直适用。尽管我们总是忽视了这一点,但事实是,为了寻求机会,不断会有年轻人来到城市。目前,人居署关注这个现象已超过10年。突然之间,青年人涌向城市这一现象成为一个众所周知的问题。在过去的两三年里,青年的重要性以及青年能带来积极的改变已经成为越来越多人的共识。但是他们改变世界的能力常常是被低估的,这是人居署关注的核心。
  对此,我们有很多的事可做,这也是为什么我们现在与青年一起做这么多工作来确保他们的声音被听到。这也是为什么人居署发起了“青年主导的发展”项目。青年人中的主流仍希望自己能成为有用公民、能进步、能对社会有益。我们所要做的就是展示青年在其社区带来积极改变的案例。通过不断的讲述这些案例,我们能改变人们的想法。当他们相信自己也可以带来这些改变,或者看到别人带来这些改变时,他们就会跟着做。我已经在青年领域工作了25年。在这些年的工作中,我希望全球的青年人最终都能受到尊重。
  目前,中国正在高速城市化,没有哪个国家像这个国家这样。我对于中国青年的思考在于城市应该是一个健康的地方,无论是从社会层面还是生态层面。城市可以非常强大,我希望能与中国青年合作,人居署也在寻求可持续的城市化之法。当下,我们已经认识到在城市化的过程中会有混乱。因此,各国真的需要仔细考虑如何城市化,尽量减少城市化的负面影响,谨慎地发展。在我看来,青年人,尤其是那些受过高等教育、有智慧的中国青年将是这个国家的未来。中国是一个未来之国,所以我个人和人居署都希望与中国以及中国青年开展更多的工作,因为他们能带来很多新的看法和讨论。
