党和政府亲民、爱民政策的体现,也是“执政为民”理念在文化上的具体反映,体现了文化发展中的民生价值观念.构建公共文化服务体系,是文化惠民的总抓手,是实现人民基本文化权益的主要途径.省第十三次党代会对建设物质富裕精神富有的现代化浙江作出了新的战略部署,对构建公共文化服务体系提出了新的要求.平湖市在文化惠民上,近几年来取得了可喜的成绩,但随着人民生活水平的提高,对精神文化生活的需求也就越来越高,如何在文化惠民上做得更扎实,更有思路,更有成效,必须创新服务模式和手段,进一步推进文化工程.
