广州局全包后，在完善内部经营机制上虽然做了不少文章，也取得了显著的成果，但碰到的和面临的困难、矛盾和问题还不少。这些困难、矛盾和问题，除了部分需要路局自身在深化改革中解决外，主要的大量的还需要外部深化改革来解决，使经济承包不断配套、完善、深化和发展。我认为有以下几个问题需要进一步研究和解决。
After the Guangzhou Bureau was all-inclusive, many articles have been made on perfecting the internal operation mechanism and significant achievements have been made. However, the difficulties and contradictions and problems they have encountered are still quite numerous. These difficulties, contradictions and problems need to be solved by the Bureau itself in deepening the reform. In addition, the major and large quantities still need to be deepened and deepened by the outside world for solution so that the economic contract can be continuously complemented, perfected, deepened and developed. I think the following questions need further study and solution.
