在现阶段我国有很多所谓“吃皇粮”的事业单位。客观分析职员制度动议停滞的原因,认真考虑事业单位综合改革的整体推进,能够更好地落实党中央提出的“按照政事分开原则,改革事业单位管理体制”的战略任务。社会主义市场经济条件下的事业单位管理人员的制度选择,应该充分考虑能够主动适应市场经济的客观要求,从总体上做到继承与发展相结合。继承就是保留过去事业单位人员管理体制中的合理部分;发展就是对不合理的部分加以改造和修正,以期不断完善。
At this stage in China there are many so-called “eat royal food ” institutions. Objectively analyze the reasons for the stagnation of the staff system and seriously consider the overall progress of the comprehensive reform of public institutions so as to better implement the strategic tasks proposed by the Central Committee of the Communist Party of China in accordance with the principle of dividing politics and affairs and reforming the management system of public institutions. Under the condition of socialist market economy, the institutional choices of managers should make full consideration to the objective requirements that they can take the initiative to adapt to the market economy, and combine the inheritance and development as a whole. Inheritance is to retain the past, a reasonable part of the personnel management system; development is to unreasonable parts to be modified and amended, with a view to continuous improvement.
