我国基层医疗卫生存在人员薪酬机制不合理、人员流失等问题。建议继续坚持“以投入换机制”的发展理念,明确各级政府责任,完善财政补偿机制和医保政策。受国家卫生计生委委托,北京师范大学社会发展与公共政策学院作为第三方评估机构,邀请国家卫生计生委卫生发展研究中心、中国农村卫生协会、中国社区卫生协会等单位的相关专家和学者,组建了6个调研小组,分别于2015年11月30日~12月10日,选取北京、江苏、江西、安徽、四川、甘肃等6省/市的12个区/县进
The grass-roots medical and health care system in our country has some problems such as unreasonable remuneration system and loss of personnel. It is recommended that we continue to adhere to the development concept of “putting investment in exchange mechanism”, define the responsibilities of governments at all levels, and improve the fiscal compensation mechanism and health insurance policy. Commissioned by the National Health and Family Planning Commission, Beijing Normal University Institute of Social Development and Public Policy as a third-party assessment agencies, invited the National Health and Family Planning Commission Health Development Research Center, China Rural Health Association, China Association of Community Health and other units of experts and scholars to form Six research groups were selected from 12 provinces / counties in 6 provinces / cities of Beijing, Jiangsu, Jiangxi, Anhui, Sichuan and Gansu from November 30 to December 10, 2015
