县(市)人武部转归军队建制后,稳定乡(镇)专武干部队伍是直接关系到国防后备力量建设的关键。由于体制的变更,部分地区的部分专武干部队伍极不稳定。他们感到,干武装既无奔头,也无盼头,认为县(市)人武部属军队建制,调进无望;升任到武装部长,职务就到了顶。因此,有的部长,职务一到,就想方设法寻跳板,找跳门。新调入的专武干部,素质低下,一时又不能适应工作需要。况且,专武干部本身就存在提拔难、交流难、选配难的问题。这既不利于专武干部队伍骨干的稳定,也不利于国防后备力量建设。
