干部选拔任用工作全过程监督中存在的主要问题及原因一是动议提名不够规范、缺乏民主。现行的干部政策法规,包括《干部任用条例》,对动议提名仅提出了笼统的原则,没作硬性规定。在干部任用各环节中, 只有动议提名是无规范的集体行为,权力运作空间很大,且有一定的隐蔽性,导致监督者对被监督者提名违规行为缺乏了解、无法制约,使动议提名成为党委 (党组)书记权力作用影响最大的环节,其个人观点和意图可以起着导向性、关键性作用,容易导致提名失公、失范。
One of the main problems in the supervision of the whole process of selecting and appointing cadres and the reasons are as follows: Firstly, the nomination of the motion is not standardized and lacks democracy. The current cadre policies and regulations, including the “Regulations on the appointment of cadres,” propose only a general principle of the motion, without any rigid rules. In the various aspects of the appointment of cadres, only the motion for nomination is a non-normative collective act. There is a great deal of room for the operation of the power and there is a certain degree of covertness. As a result, the supervisor has no understanding of and no restriction on the nomination of the supervised non-compliance. Party committees (party groups) the role of clerks most influential aspects of their personal opinions and intentions can play a guiding and crucial role, easily lead to the nominations of injustice, anomie.
