1.建立覆盖社会面的刑警队,明确刑侦部门的职责和任务。按照统一指挥,快速反应,职责明确,有利于实战的改革原则,根据全市治安状况和地理环境划分为四个破案责任片,按队建制设立刑警大队,刑警大队下设7个直属中队,由45人扩编为120人,占全局干警的比例从原来的6.6%提高至18.8%。2.建立健全刑侦内部工作运行机制。一是刑警大队实行聘任制。二是授予刑警大队刑拘、拘传、延长留置审批等职权。推行探长负责制,同时对刑事案件确定主侦或悬赏主侦。三是实行了可量化、可把握、可操作的工作指标和考核标准。四是强化奖励激励机制,规定了侦破和追逃的奖励额度。
