本文为斯维特洛夫在１９９３年１１月２４日在莫斯科国际弹道导弹防御系统研讨会上所作报告的译文，原文无书面材料，是按其录音整理而成。文中阐述了建立对付中程弹道式导弹的反导弹系统的必要性，提出对付中程弹道式导弹两个梯队即两层防御的设想，论述了相应中程和近程反导拦截器即反导弹的特点和要求，特别指出其要求的速度特性，制导控制方法，以及精度等要求。录音中一些与反导技术无关的内容作了少量的删节。
This article is the translation of Svetlog’s report on the seminar of the International Bullet Ballistic Missile Defense System, Moscow, on November 24, 1993. It contains no written materials and is organized according to its recordings. The necessity of establishing an anti-missile system to deal with medium-range ballistic missiles is described in this paper.
