为提高我国海港口岸传染病预防和控制水平,增强应对国际关注的突发公共卫生事件的能力,根据《国际卫生条例(2005)》、《中华人民共和国国境卫生检疫法》及其实施细则和有关法律法规及技术标准、技术规范等的要求,结合海港口岸实际,就创建“国际卫生海港”过程中的组织机构设立、职责分工、宣传教育,创建“国际卫生海港”的任务、步骤、卫生控制方案及报告、卫生控制能力的保持等方面的内容、方法进行了深入调查研究,建立了创建“国际卫生海港”的模式,为我国海港口岸创建“国际卫生海港”工作起到积极的促进和指导作用,具有重要的现实意义。
