为了适应粮食流通体制改革的需要,确保收购资金封闭运行目标的实现,按照国务院粮改决定中提出的“积极培育粮食市场,促进粮食流通”的政策要求,目前应彻底理顺县级粮食主管部门和基层粮食收储企业之间的关系,并在撤消粮食结算中心的基础上,尽快建立县级粮食交易中介组织。一、撤消粮食结算中心已成为客观必然县级粮食主管部门设立的粮食结算中心是旧有体制下的产物,它的存在弊病很大:一是粮食收购资金不能实现封闭运行。粮食结算中心存在时,县级粮食部门是承贷主体,并在县级农发行开立一个基本帐户,农发行不直接对各收储企业贷款,而是实行“统贷统还”的办法,直接对粮食结算中心贷款。这样以来,收购资金分配、粮食调销货款回笼、各种利费补贴
