温州被称作是中国的“私营之都”。温州的个体工商户、私营企业在1984—1986年这三年中得到了很大的发展,家庭工业遍地开花,温州个体经济、私营经济在各种经济成分中所占的比重已超过了半数。为什么温州的个体、私营经济能如此迅速地发展起来?主要有三方面的原因。 穷则思变 过去温州经济比较落后,大批闲置劳动力为开辟第二、第三产业提供了庞大的劳动资源。 政策松绑 一段时期内政府采取“无为而治”,为个体、私营经济的发展创造了一个宽容的空间环境。
Wenzhou is known as China’s “private capital.” Wenzhou’s individual industrial and commercial households and private-owned enterprises have made great strides in these three years 1984-1986. Home industry has blossomed. Individual and private economies in Wenzhou account for more than half of the various economic sectors. Why Wenzhou individual, the private economy can be developed so rapidly? There are three main reasons. Policy Relaxation During a period of time, the government adopted “Governing by Doing Nothing That Goes Against Everything”, creating a tolerant space environment for the development of individuals and the private economy.
