There has been controversy over whether the Japanese carrier-borne attack on Pearl Harbor was inspired by the British attack on Taranto, Italy a year ago. At least the latter is believed to have strengthened Japan’s confidence in the success of the attack on Pearl Harbor. In fact, both operations were affected by a program that was eventually unmanaged during World War I: a full 24 years prior to Japan’s attack on Pearl Harbor, the staff of the British Grand Fleet drafted a plan similar to “Attack on Pearl Harbor,” the combat plan, ready to destroy the German battleship fleet Wilhelmshaven anchorage. If the German truce was a little later, the plan would be put into effect. After World War I, the British naval aviation delegation informed Japan of this tactic in cooperation and exchange programs and the British did indeed teach it well student.
