卫生行政复议人员是指卫生行政复议机关为及时受理复议申请,依法对具体行政行为进行审查并作出裁决而设立的复议机机构或组织,而在该机构或组织内承担具体复议任务的工作人员。搞好卫生行政复议人员的选拔和培养,不但对提高卫生行政复议工作效率和提高卫生行政管理水平至关重要,而且对强化卫生行政机关内部层级监督,减少和避免行政诉讼的发生等都有重要意义。
