培养大批德才兼备的年轻干部,实现干部队佤的新老交替,保证党的事业后继有人.代代相传,是邓小平同志近二十年来反复思考和探索的一个重要问题。早在i964年1月的全军政治工作会议上,邓小平同志就明确提出了干部年轻化问题,要求我军的高级负责干部“年龄大一岁,开明增一分”(《邓小平文选》<1975—1982年>第392页,以下引用本书只注明页数)把培养年轻干部的工作提上议事日程。由于党的指导思想的偏差和实际工作的失误以及历史的限制.新老干部交替的问题远未成为全党的共识,不久发生的“文化大革命”更使这一问题的解决延误
Train a large number of young cadres with both ability and political integrity and realize the replacement of the Wa forces in the ranks of the cadres and ensure the successor of the party’s cause and future generations have been passing from generation to generation as an important issue that Comrade Deng Xiaoping has repeatedly meditated and explored in the past 20 years. As early as January 1964, at the all-army political work conference, Comrade Deng Xiaoping clearly put forward the issue of rejuvenating cadres and demanded that senior military cadres of our armed forces should be “one year older and open one point more wisely” (“Selected Works of Deng Xiaoping” <1975 - 1982 年> 第 392 页, the following reference to the book only page number) put the training of young cadres on the agenda. Due to the deviation of the Party’s guiding ideology, the mistakes in the actual work and the historical restrictions, the issue of the alternation of the old cadres and the new ones is far from becoming the consensus of the entire party. The “Cultural Revolution” that took place in the near future has delayed the settlement of this issue
