目前,中国“三农”问题最主要的表现之一,就是农民权益的受损。农民权益受损而又缺乏制度化的利益表达、沟通与协调渠道,愈来愈多的农民开始走向暴力性的非制度性参与,从而使社会公共秩序受到危害。党和政府应更加注重农民利益的表达,为农民的合法利益的表达广开渠道,为构建和谐农村奠定坚实基础。
At present, one of the most important manifestations of the “three rural issues” in China is the damage to peasants’ rights and interests. Farmers’ rights and interests are impaired and there is no systematic way for expressing, communicating and coordinating interests. More and more peasants are beginning to move violently and non-institutionally so that social public order can be harmed. The party and government should pay more attention to the expression of farmers ’interests, open up channels for the expression of farmers’ legitimate interests, and lay a solid foundation for building a harmonious rural area.
