The rapid development of information technology is leading to a profound transformation of production and life style, greatly promoting economic and social development. Construction “e-government ” has become one of the symbols of the new round of public administration reform in the world and the measure of the competitiveness of countries and cities. To vigorously promote the national economy and informatization of society is the overall strategic move of our country’s modernization drive during the “10th Five-year Plan” period.
