近20年,伴随着综合国力的提升,我国交通建设事业突飞猛进,已经实现了历史性的跨越,公路建设也获得了举世瞩目的成就。尽管公路养护工作已经有了很大的进步,但许多地方养护资金投入严重不足,养护管理工作中出现的问题得不到及时解决,导致路况水平迅速下降,许多道路不得不在远未达到设计年限就开始大修工程,巨额公路资产迅速折损。如何保护这巨额资产,使其尽可能慢的折损,产生尽可能大的社会经济效益是公路养护和管理者关注的问题。
