长期以来证券交易印花税的税率浮动一直作为管理层调控股市的一个有利工具,2008年4月24日起,印花税税率由3‰调整为1‰,希望通过降低印花税来达到救市目的。本文通过分析目前证券市场和证券交易印花税存在的问题,从立法透明化和征收资本利得税两个方面来探讨健全资本市场的长远性建议。
For a long time, the tax rate stamp duty on securities transactions has been a favorable tool for the management to control the stock market. Since April 24, 2008, the stamp duty rate has been adjusted from 3 ‰ to 1 ‰, hoping to reduce the stamp duty to reduce the stamp duty. By analyzing the existing problems in stamp duty of securities market and securities transaction, this article discusses the long-term suggestions of perfecting capital market from two aspects of legislation transparency and levying capital gains tax.
