Twenty-seven years ago, a French scholar named Gotman included a Shanghai-centric city group in six global urban agglomerations. The so-called Shanghai-centric urban agglomeration, Gottmann’s so-called Yangtze River Delta, is commonly used today. Today, in the world economy, the sixth urban agglomeration, the Yangtze River Delta region, has become an engine of China’s rapid economic development and a dazzling star in the world economy. With 1% of the country’s land and 6% of the country’s population, the land accounts for about 1/5 of China’s total industrial output and 20% of China’s GDP. In 1992, the working conference on the Yangtze River Delta and its region along the Yangtze River, the highest level of regional development planning since the founding of the People’s Republic, was held in Beijing. The third party’s leaders attended the meeting. The Outline of the Ninth Five-Year Plan and the 2010 Vision of the People’s Republic of China clearly defined the development direction of the regional economy in the Yangtze River Delta. In the process of interregional gambling in Jiangsu, Zhejiang and Shanghai, the pursuit of maximizing their own economic interests by various administrative regions led to the heavy weight in the Yangtze River Delta
