保障性住房是指政府为中低收入住房困难家庭所提供的限定标准、限定价格或租金的住房。根据这一定义,保障性住房金融制度也包含二个方面的含义:一是为增加保障性住房建设而采取的一系列金融制度安排;二是为提高中低收入家庭的购买能力或租赁能力采取的一系列金融政策安排。保障性住房金融制度的完善,既关系到“十二五”规划保障性住房建设任务的顺利完成,也关系到我国保障
