2005年10月11日,中共十六届五中全会审议通过了《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》。(以下简称《建议》)。《建议》提出了2006年至2010年我国经济社会发展的指导思想和方针、发展目标、主要任务,是动员全党和全国各族人民全面建设小康社会,加快推进社会主义现代化建设的纲领性文件。《建议》提出了我国今后五年经济社会发展的七项主要任务,其中第四项主要任务是,建设资源节约型、环境友好型社
On October 11, 2005, the Fifth Plenary Session of the 16th CPC Central Committee reviewed and adopted the “Proposal for the CPC Central Committee on Formulating the Eleventh Five-Year Plan for National Economic and Social Development.” (Hereinafter referred to as “Proposal”).
