根据国务院(64)国粮字233号批转粮食部“关于改进粮食部门工业企业劳动管理体制的报告”的精神,为了更好地贯彻“调整、巩固、充实、提高”的方针和“工业七十条”的规定,使劳动管理体制与生产、财务、物资管理体制相适应,以便进一步改善经营管理,决定我省粮食部门所属七十三个独立核算工业企业(企业名单附后)的劳动工资计划,从一九六四年起即移交粮食部门统一管理。移交的办法,应当按照省计委、劳动厅、统计局一九六三年十二月十一日转发国家计委、劳动部、国家统计局“关于中央单位与地方领导关系变更时有关劳动工资计划指标和统计数字的移交调整与检查方法问题的联合通知”的规定办理。
