There has been a lack of research on the crucial issue of improving occupational health and safety. The dissertation studies the relationship between trust and occupational health and safety in a challenging way based on the observed data and literature on trust. Trust is central to improving occupational health and safety. There must be confidence-building among managers and workers, as well as between regulators and the mining industry, to foster constructive dialogue and increase worker participation. High-level managers have a significant role to play, but they must demonstrate their commitment through action and receive the support of all levels of management. The transfer of occupational health and safety decision-making authority and the extent to which workers are empowered to address security issues directly and to develop a free culture are also crucial. Trade unions often make positive contributions to labor relations. A prosecutorial policy that is seen as fundamentally unfair may erode the general belief in the legitimacy of regulatory standards that regulators suffer from implementation difficulties. In order to get out of this predicament, most cases should not seek retributive justice but seek restoration justice.
