改革开放以来这些年,是我国经济建设和社会发展最快的历史时期,也是扶贫工作成效最大的历史时期。18年来,全国贫困人口从2.5亿减少到6500万,我国贫困人口占世界贫困人口的比例。已经由70年代末的四分之一减少到现在的二十分之一。这是一个举世公认的历史性成就。 但是,必须清醒地看到,贫困人口数量虽然越来越少,但解决剩下的这6500万难度却越来越大,是扶贫攻坚最难啃的骨头。到本世纪末,解决他们的温饱问题,任务非常艰巨。必须使全党进一步动员起来,全社会进一步动员起来,全体贫困地区的干部群众进一步动员起来,形成扶贫
