Russia’s Policy Changes on Arms Exports to Asia Prior to the Asian financial crisis in 1997, the transaction volume in the arms markets in Asia (excluding the Middle East region) soared for several years to become the hot spot in the arms trade after the Middle East military market. Russia aimed at the target and drafted a low-cost weapon with advanced weapons (the price of weapons in Russia is generally only 65% -70% of that of western countries)
