中国近代海关兼管海务和港务,它引入了英国等近代世界海洋强国先进的管理制度和技术,对中国沿海及内河地区进行过长时期和系统性的水文和气象调查,并曾刊布了大批科学性的近代航海图书资料。按航海知识谱系,近代海关的航海图书资料可分为海图、航路指南、助航设施报表、气象资料报表、潮汐表、地名录、航运里程表、综合资料等数种;按其内容和性质,则是英国近代对华航海调查资料的延伸,多数在近代属于公开发行,少数为海关内部工作指导专用。近代海关航海知识的生产和累积,既是该机构对中国航海和航海科学发展的贡献,也是英帝国主义对华课业教程的一部分。
