人民监督员制度试行自2004年10月至今已实施两届。实施两届来,人民监督员制度在创新检察机关强化自身监督形式,拓展检察机关外部监督渠道的同时,也存在各地对其认识、定位、做法不一致,进展、效果、反响不平衡的问题。
Trial implementation of the system of people’s supervisors has been implemented twice since October 2004. Since the implementation of the two sessions, the people’s supervisor system has innovated its own supervisory form and expanded the external supervision channels of the procuratorial organs while at the same time faced the problem of uneven understanding, positioning and practices, progress, effects and repercussions.
