有不良行为的青少年,是预防青少年违法犯罪工作的重点、难点,也是向违法犯罪转化的主要群体,大多处于“家长管不了、老师很难管、社会很少管”的状态。为此,共青团江西省委、江西省综治委预防青少年违法犯罪专项组努力把握该群体的特点和规律,着力推进分类分层次教育矫治,初步打造了“临时班级—阳光班级—专门学校—观护基地”这一针对有不良行为青少年的一体化、链条式、综合化教育矫治工作体系。
