迎着新年的钟声,伴着11大电力新组建(改组)公司成立的掌声,电力行业走进了2003年。2003年注定将成为我国电力发展史上的一个分水岭——旧体制的结束、新格局的诞生。电力新格局将产生新的资产结构和组织结构,电力新格局将催生新的发展战略和经营理念,电力新格局也带来新的“问题”探讨和“观点”争鸣。面对电力新格局的呈现,基于中电联为电力行业企业服务的宗旨,秉承本刊关注电力行业焦点、热点、难点问题的作风,我们开设了新栏目——《探讨与争鸣》。开新栏目易,办好新栏目难,要办好《探讨与争鸣》则更难。一是难在要有敢于讲真话、对热点难点问题亮明观点的作者赐稿;二是难在栏目编辑要有把握要点和确定课题的能力。栏目是一个平台,既要提供平等、民主、宽松的氛围,又要发表各种不同意见,支持不同观点越争越鸣的文章。我们准备在该栏目页脚处注明“本栏文章代表作者个人观点,供参考”字样,不知作者、读者可否认同?真诚地希望《探讨与争鸣》栏目能得到广大读者、作者的关心、支持和重视,化“难”为“易”,不断创新,共同努力,为电力新格局的健康发展尽一份力量。
