公债作为当前推行扩张性财政政策的重要组成部分 ,在带来巨大经济效益的同时 ,也产生了不小的负面效应。因此 ,如何准确把握公债规模的“度”成为当务之急。本文通过对理论界常用评判公债规模指标弊端的揭示 ,并从成本效益、资源配置、宏观调控等角度分析得出 :从公债使用效益把握公债适度规模更为妥当 ,也更符合我国国情。文章最后提出了从使用效益角度评判公债适度规模的外部条件。
As an important part of the current implementation of the expansionary fiscal policy, the public debt has brought tremendous economic benefits as well as a tremendous negative effect. Therefore, how to accurately grasp the “degree” of public debt has become a top priority. This article analyzes the shortcomings of the common judgments on the scale of public debt, and analyzes from the perspectives of cost-effectiveness, resource allocation and macroeconomic regulation. It is more appropriate to grasp the appropriate scale of public debt from the utility of public debt, and more in line with China’s national conditions. Finally, the paper puts forward the external conditions for judging the proper scale of public debt from the perspective of the use efficiency.
