本文从中国加入WTO后 ,出版业划归服务业谈起 ,探讨了在新的历史条件下 ,我们应转变观念 ,赋予出版业新的社会服务的职能。在此基础上 ,重点研究了出版业社会服务职能的内涵、所应承担的社会责任以及落实社会责任的三层社会管理体系和辅助措施。对出版业的这种认识和划分方法有利于出版管理观念的改进和出版管理方式的改善 ,有利于出版业新的出版理念和出版思想体系的建设与发展 ,有利于出版机制的改变和出版业参与国际社会竞争 ,为出版业的发展开辟了更为广阔的空间
This article from China’s accession to the WTO, the publishing industry classified by the service industry, discussing under the new historical conditions, we should change their concepts, give the publishing industry a new social service functions.
