目的识别、评价和分析某水泥粉磨站建设项目可能产生及存在的职业病危害因素及防护效果。方法依据《中华人民共和国职业病防治法》和《工业企业设计卫生标准》等法律法规的要求,采用类比法、检查表法与定量分级法相结合的原则对该项目进行评价。结果类比企业粉尘检测的27个点中6个点超标,合格率为78%;对8个接触噪声的工种进行了噪声等效声级测定,其中3个工种的作业工人接触的8 h等效声级超过职业接触限值;本项目可能产生的职业病危害因素有苯、工频电场等,但各检测点均未超标,合格率为100%。该建设项目的选址与总体布局、拟采取的职业病防护措施设计符合国家卫生标准,个人使用的职业病防护用品、辅助用室的卫生设施、职业病防治专项经费概算等基本符合国家卫生标准。结论该建设项目属于职业病危害严重的建设项目,如能认真落实拟采取的各种职业病危害因素防护措施及本评价报告中所提出的补充控制措施,从职业卫生防护角度分析该项目是可行的。
Objective To identify, evaluate and analyze the hazards and protective effects of occupational diseases that may occur and exist in a cement grinding station construction project. Methods Based on the requirements of laws and regulations such as Law of the People’s Republic of China on Prevention and Treatment of Occupational Diseases and Hygienic Standard for Design of Industrial Enterprises, the project was evaluated using the principles of analogy, checklist and quantitative grading. The results showed that six out of 27 spots were exceeded by the enterprise dust test, with a pass rate of 78%. Noise-equivalent sound level was measured for eight work-related noises, of which 8 work-hours exposed by 3 trades were equivalent The sound level exceeds the occupational exposure limit. The occupational hazards that may be caused by this project include benzene, power frequency electric field, etc., but none of the test points exceed the standard, with a pass rate of 100%. The site selection and overall layout of the construction project, the design of occupational disease prevention measures to be designed in line with the national health standards, the personal use of occupational disease protection products, the auxiliary facilities for health facilities and the occupational disease prevention and control budget are in line with the national health standards. Conclusion The construction project is a serious construction project with serious occupational hazards. It is feasible to analyze the project from the perspective of occupational health protection if we can earnestly implement various protective measures against occupational hazards and additional control measures proposed in this evaluation report.
