经过较长时期的理论探索和局部实践,对于我军未来实行联勤体制诸多问题的认识,有些已初步得到统一,但也有一些问题的认识不尽一致,甚至分歧较大。本文仅就涉及联勤体制的几个关键性问题谈谈认识。一、关于机构的设置关于联勤机构的设置,有两个基本问题已达成共识。一是总后勤部一直统管三军后勤工作,属于联勤性质,自然应作为联勤系统的最高领导机构,其组织机构和工作职责无须作大调整。二是军以下部队的后勤保障,无论是通用还是专用保障都要按建制系统组织实施,因而队属后勤机构也无须作调
After a long period of theoretical exploration and local practice, some of our understanding of the future implementation of the joint logistics system in our army has been initially uniformed. However, there are also some problems that are not completely consistent in understanding and even have big differences.
