作为干部选拔任用工作的一项重要改革,竞争上岗对于公安机关树立正确的干部选用导向、优化公安干部选用机制、促进公安工作、提升公安形象具有积极意义。但是,在具体实施过程中,存在着笔试、面试、民主测评等主要环节的评分权重如何分配、淘汰阶段的顺序如何设置、民主测评人员如何组成、竞争上岗的层次和范围如何设定等问题。要从正确处理好干部竞争上岗中“改革、发展、稳定”三者关系的角度出发,制定相应的对策措施。
As an important reform of cadre selection and appointment, competing for posts is of positive significance for the public security organs to establish a correct guideline for selection of cadres, optimize the selection mechanism for public security officers, promote public security work and enhance the public security image. However, during the process of implementation, there are some problems such as how to assign the weight of the main links such as written examination, interview and democratic appraisal, how to set the order of phase-out, how to form democratic evaluators, and how to set the scope and scope of competition. We must formulate appropriate countermeasures from the perspective of correctly handling the relationship among “reform, development, and stability” among cadres in their posts for competition.
